关于做好2025年留学江苏政府优秀学生
奖学金评选工作的通知
根《留学江苏政府奖学金管理办法》（苏财教〔2019〕94号）和《江苏省财政厅江苏省教育厅关于下达2025年江苏政府留学奖学金等经费指标的通知》（苏财教〔2025〕78号）文件精神，为做好本年度留学江苏政府优秀学生奖学金的评选工作，现将有关事项通知如下：
一、申请对象
在中国境内完成学期注册的二年级（含）以上的来华留学本科生和研究生（仅学历生）。
二、申请条件
（一）总体要求
1. 对华态度友好、遵守中国宪法和相关法律法规、遵守学校规章制度；
2. 按规定缴纳学费及有关费用；
3. 诚实守信，道德品质优良；
4. 成绩优异，具有较强的学习或科研能力；
5. 在校综合表现突出，积极参加学校各类集体、公益活动，同等条件下，在2024-2025学年承担以下工作者优先：招生大使、校友大使、楼层长、重大活动（如迎新、入学教育等）志愿者；
6. 在校外公益、学术、文体或实践活动中表现优异，同等条件下，在各类活动或赛事中获得表彰者优先（获奖时间为2024-2025学年）；
7.以下情况不具备申请资格：
（1）违反中国法律和校纪校规的学生；
（2）课程成绩不及格的学生；
（3）超出标准学制（本科4年，硕士3年，博士4年）的学生；
（4）欠费学生以及未按要求购买医疗保险的学生。
（二）各类学生学业具体要求
1. 英文授课本科生要求
（1）在校期间课程平均成绩85分以上，无缺考、不及格情况；
（2）同等条件下持有HSK四级证书者优先。
2. 中文授课本科生要求
（1）在校期间课程平均成绩80分以上，无缺考、不及格情况；
（2）同等条件下持有HSK五级证书者优先。
3. 硕士研究生要求
（1）在校期间课程平均成绩85分以上，无缺考、不及格情况，无学术不端行为；
（2）同等情况下，2024-2025学年期间在下列学术要求中，具备一项或多项成果者优先考虑：
（a）在中国或国际核心、权威期刊发表过高水平学术论文，论文要求申请者为第一作者或第二作者（第一作者为导师），且第一署名单位为河海大学；
（b）获得省部市级及以上的学术成果奖励，或发明专利授权（每项专利须由全体专利发明人授权，仅限一名硕士研究生申请使用），且专利权人为河海大学；
（3）处在标准学年最后一年的学生，必须通过论文开题；
（4）同等条件下持有HSK三级证书者优先。
4. 博士研究生要求
（1）在校期间课程平均成绩85分以上，无缺考、不及格情况，无学术不端行为；
（2）2024-2025学年期间在下列学术要求中，至少有一项成果：
（a）在中国或国际核心、权威期刊发表过高水平学术论文，论文要求申请者为第一作者或第二作者（第一作者为导师），且第一署名单位为河海大学；
（b）获得省部市级及以上的学术成果奖励，或发明专利授权（每项专利须由全体专利发明人授权，仅限一名博士研究生申请使用），且专利权人为河海大学；
（3）处在标准学年最后一年的学生，必须通过论文中期检查；
（4）同等条件下持有HSK三级证书者优先。
三、奖励名额
本科生4名，硕士研究生19名，博士研究生11名。
四、评选程序
1.学生按照要求提交申请材料；
2.评审小组组织评选；
3.公示拟获奖人员名单；
4.经奖学金设立部门审批通过后，公布最终获奖人员名单。
五、申请材料
1.留学江苏政府优秀学生奖学金申请表（见附件1）；
2.留学江苏政府留学奖学金推荐意见表（见附件2）；
3.在学期间学习成绩单（最新版本）；
4.汉语水平考试（HSK）证书；
5.支撑材料：
（1）在中国或国际核心、权威期刊发表的论文或其他学术成果证明材料，如检索证明、期刊封面、期刊目录、论文首页、录用通知等；
（2）省部市级及以上获奖证明或专利证书；
（3）获得的其他奖项证书；
（4）参加各类文体活动或社会实践活动证明；
（5）学术诚信承诺书（见附件3）。
六、截止时间
2025年11月14日
逾期未报送者视为放弃
七、提交方式
请将申请材料的电子版按照上文顺序分成5个独立文件夹，打包为RAR格式（不超过5MB）发送至邮箱 jhzeng@hhu.edu.cn。
邮件标题格式为“学号+中文姓名+学生类别”（例：LX20230101001 曾建华 硕士研究生）。

Notification of 2025 Jiangsu Provincial Government Scholarship for the Distinguished International Students
According to the notice from Jiangsu Provincial Government, the Distinguished Scholarship is set up for International Students to award international students. This scholarship is now open for application.
1. Applicants
Undergraduate and graduate students (degree students only) who have completed semester registration in China and are studying in China in their second year (inclusive) or above.
2. Application Requirements
2.1 General Requirements
2.1.1 Friendly attitude towards China, compliance with the Constitution of China and relevant laws and regulations, and compliance with university rules and regulations;
2.1.2 Pay tuition fees and related expenses according to regulations;
2.1.3 Have honesty and trust worthiness, with good moral quality;
2.1.4 Excellent academic performance and strong learning or research ability;
2.1.5 Have actively participated in all kinds of university events and public services. Under equal conditions, priority will be given to candidates who have served as: Admissions Ambassador, Alumni Ambassador, Floor Coordinator, or Volunteer for major events (such as welcome newcomers, orientation in the university, etc.) during the 2024-2025 academic year.
2.1.6 Outstanding performance in extracurricular public welfare activities, academic activities, recreational and sports activities or practical activities. Under equal conditions, priority will be given to those who have been recognized in various activities or competitions (the award time is 2024-2025 academic year);
2.1.7 The following cases are not eligible to apply:
(1) Students who have violated Chinese laws and university rules and regulations are not eligible to apply;
(2) Students who fail in their courses are not eligible to apply;
(3) Students who have exceeded the standard duration of study are not eligible to apply (4 years for bachelor's degree, 3 years for master's degree and 4 years for doctoral degree);
(4) Students who are in arrears of fees and those who have not enrolled in the medical insurance as required are not eligible to apply.
2.2 Detailed academic requirements for various types of students
2.2.1 Requirements for English-taught undergraduate student
(1) The average score of the courses during the university period is above 85, and there is no absence or failure circumstance;
(2) Applicants with HSK Level 4 certification will be given priority under equal conditions.
2.2.2 Requirements for Chinese-taught undergraduate
(1) The average score of the courses during the university period is above 80, and there is no absence or failure circumstance;
(2) Applicants with HSK Level 5 certification will be given priority under equal conditions.
2.2.3 Requirements for master's student
(1) The average grade of the courses during the school period is above 85, without absence or failure circumstance, and without academic misconduct;
(2) Under equal conditions, priority will be given to those who have one or more of the following academic requirements during the 2024-2025 academic year:
(a) Have published high-level academic papers in China or internationally authoritative journals, with the requirement that the applicant be the first or second author (the first author being the supervisor), and the first named institution being Hohai University;
(b) Having received academic achievement awards at provincial, ministerial, municipal or higher levels, or been granted invention patents (each patent must be authorized by all inventors, and only one postgraduate is allowed to apply for use), and the patentee is Hohai University;
(3) Students in the last year of the original academic year must pass the thesis proposal;
(4) Applicants with HSK Level 3 certification will be given priority under equal conditions.
2.2.4 Requirements for doctoral student
(1) The average grade of the courses during the university period is above 85, without absence or failure circumstances, and without academic misconduct;
(2) At least one of the following academic requirements must be met during the 2024-2025 academic year:
(a) Have published high-level academic papers in China or internationally authoritative journals, with the requirement that the applicant be the first or second author (the first author being the supervisor), and the first named institution being Hohai University;
(b) Having received academic achievement awards at provincial, ministerial, municipal or higher levels, or been granted invention patents (each patent must be authorized by all inventors, and only one doctoral candidate is allowed to apply for use), and the patentee is Hohai University;
(3) Students in the last year of the standard academic year must pass the mid-term examination of the thesis;
(4) Applicants with HSK Level 3 certification will be given priority under equal conditions.
3. Scholarship Quota
Hohai University can recommend 4 undergraduate students, 19 master’s students and 13 doctoral students
4. Selection procedures
4.1 Students submit application materials as required;
4.2 The inspection team shall review the materials;
4.3 Publicize the list of candidates for the award;
4.4 After the approval of the department that established the scholarship, the final list of winners will be announced.
5. Application Materials
5.1 Application form for Jiangsu Provincial Government Scholarship for the Distinguishe International Students of Hohai University (see Appendix 1);
5.2 Recommendation form for Jiangsu Government Scholarship for the Distinguishe International Students of Hohai University
(see Appendix 2);
5.3 Academic record during the study period (latest version);
5.4 Chinese Proficiency Test (HSK) certificate;
5.5 Supporting materials:
5.5.1 Proof of academic achievements published in China or international core and authoritative journals, such as retrieval certificates, journal covers, journal catalogs, first pages of papers, acceptance notices, etc.;
5.5.2 National, provincial, ministerial and municipal award certificates or patent certificates;
5.5.3 Other awards and certificates obtained;
5.5.4 Proof of participation in various cultural and sports activities or social practice activities;
5.5.5 Academic Integrity Commitment Letter (see Appendix 3).
6. Deadline
November 14, 2025
Those who fail to submit within the deadline shall be deemed to have given up.
7. Submission Method
Please organize the electronic versions of the application materials into five separate folders in the order specified above, compress them into RAR files (no larger than 5MB), and send them to the designated email address.
The email subject line should follow the format: Student ID + Chinese Name + Student Category (e.g., LX20230101001 曾建华硕士研究生).
